Customs Regulations

50 frontier points are functioning in the territory of Belarus today. Belarus borders upon Litva, Lithuania, Russia, the Ukraine, Poland.

Personal luggage
Rules of moving of personal luggage through the frontier of the Republic of Belarus basically coincide with the world standards. Without corresponding permission stipulated by the legislation of the Republic of Belarus the following objects are not subject to transportation through customs border of the Republic of Belarus by physical persons (import and export):
  • Fire-arms and ammunition, military equipment;
  • Narcotics, psychotropics, poisonous, poisoning, strong, radioactive and explosive substances.

For transportation through the border of animals and plants the sanction of phytosanitation and veterinary control is required.

There are the restrictions concerning quantity of the things not being subject to custom duty. Thus, it is possible to take only 50 kg of a luggage with total cost not more than 1000 Euro (80 kg and 1200 Euro for indivisible subjects) on duty-free basis. Besides it on duty-free basis it is possible to carry up to 5 kgs of foodstuffs (from CIS countries - up to 30 kgs) within the period from June 1st to October 31-th).

The additional luggage is being subject to taxes at a rate of 30 % from its cost, but not less than 2 Euro for 1 kg. For luggage which weight exceeds 200 kg or which cost exceeds 10000.00 Euro, the duty is being paid at a rate of 60 % from its cost, but not less than 4 Euro for 1 kg.

The following goods are imported on duty-free basis with quantitative restriction:

  • Strong drinks - not more than 1 litre (for the persons of 18 years and older);
  • Beer ― not more than 1 litre (for the persons of 18 years and older);
  • Cigarettes - not more than 200 pieces or 200 g of tobacco (for the persons of 18 years and older);
  • Jewelry - not more than 5 units;
  • Subjects of clothes of natural fur and/or a leather - not more than 3 units;
  • Watch - 1 piece;
  • Second-hand tyres - not more than 4 pieces.

In case of import of the specified goods with quantitative excess or at non-inclusion of them in the structure of being imported on duty-free basis the duty is being paid at a rate of 60 % of the cost, but not less than 4 Euro for 1 kg. For each litre of strong drinks over one litre the duty is being paid at a rate of 20 Euro. Import of more than 5 litres of strong drinks is forbidden.

Import of clothes, notebooks, videocameras and photocameras, players and other portable devices for personal use is permitted on duty-free basis, without restrictions of their cost and weight in case the given subjects have been used already (not new), and you do not live permanently in the Republic of Belarus, according to the Regulations about the Order of Moving by Physical Persons through the Customs Border of the Republic of Belarus of the Goods which have not been intended for Industrial or other Commercial Activity” approved by Decree ¹ 57 of the President of the Republic of Belarus dated 05.02.2001 (subpoint 10.6 and Appendix 2).

Import of foreign currency to the Republic of Belarus is not limited, however, if you import the sum exceeding USD 3000.00, it is necessary to fill in the declaration (there are forms in English). The specified declaration at departure will serve as the document for unobstructed export of the left sum. At export of currency up to USD 3000.00 it is not necessary to fill in the declaration, at export of the sum over USD 3000.00 the declaration should be filled.

Money
The order of import - export of a foreign currency is stated in the Table. Besides, we should pay attention, that import and export of the Republic of Belarus roubles in the sum exceeding 500 basoc values is forbidden.

In case if available money resources, including foreign currency, are being imported with the purpose of use as foreign grant, they are subject to written declaring irrespective of the sum of import.

* - the law assumes « the oral declaration ». Usually in such cases the representative of customs asks which sum of money do you carry with yourselves. The answer to this question also refers to as " the oral declaration ».
** - It is necessaryfor you to declare the available sum of money by filling in the corresponding fields of the customs declaration.
*** - the sanction is required only for export of money from the Republic of Belarus. The sanction can be received in the Belarusian or Russian banks where you buy or draw out currency. The declaration filled with you at entrance to the Republic of Belarus or the Russian Federation and registered by the customs authorities where the imported sum is specified, is the sanction for export of the same sum of money. We recommend to adhere to this rule.
