| The
foreigner can enter the Republic of Belarus and leave the
Republic of Belarus with the valid passport or other document
replacing it, intended for trip abroad and given by the
corresponding body of the state of a civil accessory or usual
residence of the foreigner or the International organization in
case visa of the Republic of Belarus is available.
The visa-free order of entrance on
the territory of the Republic of Belarus is being kept for the
citizens of the CIS countries (except Turkmenistan), Cuba (till
30 days, except for employment), Serbia and Montenegro (till 30
days), Mongolia.
Between the Republic of Belarus
and a number of the countries (Argentina, Brazil, Hungary,
Vietnam, India, Iran, Chinese People's Republic, Macedonia,
Romania, Slovakia, Turkmenistan, Turkey) the visa-free order of
entrance for the owners of diplomatic and service passports (Poland
- for diplomatic passports) is valid.
Visas to entrance to the
Republic of Belarus are being issued by Diplomatic
Representative Offices and Consular Departments of the Republic
of Belarus abroad, and also Consular Centre of the Ministry of
Foreign Affairs in «the National Airport Minsk » (only upon
arrival of foreign citizens). In check points through the
frontier of the Republic of Belarus visas are not being drawn up,
if otherwise is not stipulated by the International contracts of
the Republic of Belarus.
The Consular Centre of the
Ministry of Foreign Affairs «the National Airport Minsk » works
round the clock. Visas in Consular Centre are being drawn up, as
a rule, to the foreign citizens arriving from the states where
there are no Overseas Departments of the Republic of Belarus.
The visas issued by the Consular Centre of the Ministry of
Foreign Affairs are urgent. Consular fees in double size are
being collected for them (contact phone of Consular Department
of the Ministry of Foreign Affairs - (00 375 17 2792058).
For receipt of the visa the
following documents are to be submitted:
- One copy of the visa
questionnaire for entrance to the Republic of Belarus; the
document for departure abroad;
- A photo of the passport
size;
- Documents of visa support;
- The additional documents
necessary for taking the decision on issue of visa (on
demand of the Consular official).
Term of consideration of
inquiry about issue of visa amounts to no more than 5 (five)
working days from the date of application of the foreigner for
receipt of the visa.
The document for the trip
abroad, submitted by the foreigner, should have the blank pages
intended for visas, term of its validity, as a rule, should not
expire earlier than in 90 days from the date of expiry of
validity of the visa.
For issue of visas Consular
fees are being collected in the order and the sizes established
by the legislation of the Republic of Belarus. For issue of
visas to children younger than 16 years only actual charges are
being collected if otherwise is not stipulated by a principle of
reciprocity.
Types of Entry Visas
In the Republic of Belarus the
following types of entry visas are stipulated: B -
transit; C - short-term; D -
long-term.
Visas are subdivided on single, double and multiple.
The transit visa (type
B) is issued with a view of transit travel through the
territory of the Republic of Belarus for the declared term, but
no more than 1 year and operates within 2 days from the date of
entrance of the foreigner to the Republic of Belarus. The
transit visa is issued for single, double and multiple movements
through the territory of the Republic of Belarus in case the
foreigner possesses the visa of the country in which he goes
through the territory of the Republic of Belarus.
The single, double and
multiple short-term visas (type C) are being issued for
the declared term, but no more than 90 days, for the following
purposes:
- Carrying out business
trip(without the right of work on hiring) - on the basis of
the petition of the legal person which has been drawn up in
the letterhead of the firm with indication of essential
elements and the legal person seal;
- On private affairs- In
case of availability of the original invitation for entrance
to the Republic of Belarus, drawn up by the Department on
Citizenship and Migration; the message confirming necessity
of urgent trip to the Republic of Belarus in case of heavy
illness or death of the close relative; the information
confirming the fact of a burial place on the territory of
the Republic of Belarus and safety of a tomb of close
relatives of the foreigner; the application - invitation of
the citizen of the Republic of Belarus certified in the
foreign office in due order; the document confirming
availability of real estate on the territory of the Republic
of Belarus; the judicial summons, etc.;
- Studies- at availability
of the original invitation of the educational establishment
or the scientific organization of the Republic of Belarus
coordinated with the Department on Ctizenship and Migration
on which territory there is an educational establishment or
the scientific organization, for the term specified in the
invitation, but no more than 30 days;Tourism- on the basis
of the original tourist voucher drawn up by the Belarusian
tourist organization according to the legislation of the
Republic of Belarus for the term specified in a voucher, but
no more than 30 days.
To citizens of a number of
states (Austria, Andorra, Belgium, the Great Britain, Hungary,
Denmark, Greece, Iceland, Spain, Italy, Ireland, Canada, Cyprus,
Latvia, Lithuania, Liechtenstein, Luxembourg, Malta,
Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia,
Finland, France, Germany, Croatia, Czechia, Sweden, Estonia)
leaving for the business and private purposes, the visa (without
the right to work on hiring) can be given for the term of up to
30 days without petition of the legal person or the invitation.
The long-term visa
(type D) is being issued for repeated entrance to the
Republic of Belarus with validity for 1 year with the right of
staying up to 90 days per one year if otherwise is not
stipulated by the International contracts of the Republic of
Belarus, for the following purposes:
- Keeping of business
contacts(without the right to work on hiring) – on the
instruction of the Consular Department on the basis of the
petition of the legal person coordinated in the Department
on Citizenship and Migration of the Ministry of Internal
Affairs of the Republic of Belarus;
- On private affairs- in
case of availability of the original of the invitation to
repeated entrance to the Republic of Belarus issued by the
Department on Citizenship and Migration; on application of
the citizen of the Republic of Belarus permanently living
abroad, - the spouse or the close relative of the foreigner;
on the document confirming presence of real estate on the
territory of the Republic of Belarus; the information
confirming the fact of a burial place on the territory of
the Republic of Belarus and safety of a tomb of close
relatives of the foreigner, etc.
The short-term group
visa is being issued on condition of simultaneous
entrance to the Republic of Belarus or transit through its
territory of a group of foreigners by number of 5 and more
persons, incorporated by the common purpose of the trip and
moving on the territory of the Republic of Belarus in
composition of a group. For registration of such visa in the
foreign establishment the list of the names of group containing
the following data is submitted: Family name, name, patronymic,
year of a birth, number of the documents for trip abroad, an
expiry date of the document for trip abroad, citizenship; the
first in the list underlines the head of group. The list should
be subscribed by the head of the organization petitioning for
entrance of the group to the Republic of Belarus, and seals the
given organization.
Exit, exit - entrance
(including multiple) visas are being issued by the Departments
on Citizenship and Migration in a place of temporary stay,
temporary or permanent residing of the foreigners on the
territory of the Republic of Belarus.
The exit visa is being issued
if:
- The foreigner has
addressed with the written petition on a question of
extention of the term of temporary stay in the Republic of
Belarus;
- The foreigner is on the
territory of the Republic of Belarus with the visa which
validity has expired;
- Concerning the foreigner
the decision about deportation or exile from the Republic of
Belarus is taken.
The exit - entry visa
is being issued to the foreigners who arrived to the Republic of
Belarus with a purpose of study and have received in the
Departments on Citizenship and Migrations of the Departments of
Internal Affairs of the Regional and Minsk City Executive
Committees on the petition of the educational institution the
sanction for temporary residing - for the terms of entrance -
departure, but not more than for 90 days;
The exit - entrance
multiple visa is being issued to other categories of
the foreigners which have received in due order the sanction for
temporary residing or the sanction for permanent residing on the
territory of the Republic of Belarus - for the term up to 1
year, but not more the validities of the sanction for temporary
residing or residence permit. |
